Some additives are proportioned with the stock at the blend chest. Some require sequential addition. Eg: Adding rosin size at the blend chest, allowing it to mix with the stock, followed by alum prior to the fan pump. The mechanism of some additives (eg: polymeric retention aids) is sensitive to shear, so they are added close to the headbox.
